The Future of Social Security
Recently, many of Florida's 5th District residents called my
office in response to an automated phone call they received regarding Social Security. These deceptive phone calls blatantly
misrepresented my position on Social Security reform. I wanted to take this moment to let you know that I am in no way
affiliated with those calls, and that the information contained in that pre-recorded message is false.
It is unbelievable to me that someone would use anonymous phone calls to
scare and mislead senior citizens by spreading lies and false allegations about my position on Social Security. One
of my constituents told me their impression of this anonymous caller was to compare these tactics to a used car salesmen willing
to tell you just about anything to sell you a lemon. I responded that I thought he was doing a disservice to used car
dealers. Thankfully this unscrupulous caller is selling a bill of goods that our seniors don't believe and won't buy.
I have been crystal clear in every statement I have made about the future
of Social Security. I WILL NOT VOTE TO PRIVATIZE SOCIAL SECURITY. While the Social Security program does need
to be strengthened and improved to ensure that it is available for future generations, the privatization of Social Security
is not an option that I would ever consider or vote for.
If whoever is behind this had done their homework, they would know that
on January 6, 2005 I introduced legislation, H.R. 266, which would guarantee that benefits to current retirees cannot be cut
by the Congress. This is my number one principle to begin any debate over the future of Social Security. If someone
is currently in the system, they will not have any benefits cut.
It is also the height of irresponsibility for the unnamed caller
to be pulling numbers out of thin air to say what benefits would be reduced or how much a given plan would increase the national
debt. Congress has yet to be presented with a legislative plan to reform Social Security and to suggest otherwise is
just patently false.
Social Security reform will be a top priority for me in this Congress.
Because Florida's 5th District has the most recipients of Social Security funds of any district in the nation,
I am very aware of my constituent concerns. Please know that I will have your views and opinions in mind as this debate
proceeds and as we work to improve the Social Security program.

Omnibus Appropriations Act, H.R. 4818, I joined in approving last month incorporated the nine unfinished spending bills in
one package. Although I have repeatedly voted against such omnibus funding bills, this measure provided funding for programs
essential to our national security and to meeting America's priorities. |
H.R.
4818 actually provides for zero-percent growth in non-defense discretionary spending. For the first time since 1996, Congress
approved a freeze on non-defense spending. Although holding the line on spending, this bill provides more resources to protect
our nation from terrorism. |
During
the War on Terrorism, the Federal Bureau of Investigation has charged nearly 200 suspected terrorists and has disrupted alleged
terrorist cells operating in Buffalo, Detroit, and Portland. In addition, the FBI identified 500 individuals in the United
States for deportation who were here illegally. To strengthen our ability to protect the nation from terrorists within the
United States, H.R. 4818 provides an increase in funding for the FBI, allowing the agency to enhance training, improve its
technology, and add nearly 2,000 positions to its intelligence and counterterrorism efforts. |
The
State of Florida has the nation's second largest population of veterans, and the nation's oldest. This measure boosts funding
for veterans' health care by $1.9 billion, providing new and more services to those who served our nation. I have been working
to establish a new Regional V A Health Care Facility in Marion County, and H.R. 4818 helps the VA expand the. availability
of health care for veterans in their own communities. |

4818 also contains funding to benefit our area, including $150,000 I sought for the Central Florida Community College (CFCC).
This money for CFCC's Education Technology Initiative will enhance curriculum development to include meeting the greater demand
for nursing courses. In addition, the Initiative is improving campus wide communications and course access for students
in CFCC's rural campuses in Citrus and Levy Counties. |
These
represent only a few of the reason I supported H.R. 4818. I regret that Congress failed to act on the individual appropriations
bills, and I have a record of opposing these omnibus spending bills. However, this measure holds the line on growth in federal
spending, while increasing resources to combat terrorislll, and meeting the needs of veterans and others in our community. |

WASHINGTON, FEB. 6, 2004 - "Increasingly, the American people are barraged by television and radio broadcasts containing
obscene, indecent, and profane language and acts," said Rep. Cliff Stearns (R-Ocala). "However, the fines for violations are
small - $27,500 per violation, an amount capped
at $300,000 for continuous violations. Obviously, Congress needs to increase these fines."

Steams joined in offering H.R. 3717, the Broadcast Decency Enforcement Act, on January 21, 2004. The measure now has
78 cosponsors and has been referred to the Telecommunications Subcommittee, where Steams serves as Vice-Chairman. H.R. 3717
increases the Federal Communications Commission fine for these violations by ten fold --
$275,000 per violations with a cap of $3 million.

"Current fines are so small that many broadcasters see them as just another cost of doing business," explained Steams.
"In addition, the stations holding the license are liable for the FCC fine and not the individual(s) who violate the standards.
I wil1 look at offering an amendment to fine those who actually violate the standard. These broadcasts go over the public
airwaves that belong to all of us, and we need to stem this deluge of offensive material directed at our TVs and radios." |
